Officials say there were over 200,000 illegal crossings at the southern border last month and a record three million migrants that crossed over the last year. The increase is putting a strain on cities and health care systems. NBC News’ Julia Ainsley visited a hospital where migrants make up a quarter of the patients. (Correction: An earlier version of this story misstated that one-quarter of patient visits to New York City public hospitals are migrants. Migrants in New York: Republicans slam New York City plan for migrants as tensions rise
A New York City hotel that has become a relief center for asylum seekers has reached capacity, forcing some migrants to sleep on the streets.
A Fox News Digital reporter in the area captured the scene around the Roosevelt Hotel in Midtown, where several migrants were wrapped in blankets on the sidewalk outside the building. Meanwhile, a line of migrants could be seen extending around the corner of the building.
One photo shows what appears to be a young migrant girl outside the building with a pink blanket, while another shows a migrant who found a ledge to sleep on, using luggage as a makeshift pillow.

Why is a state or local government more likely to prevail against a landowner in a regulatory takings dispute? Eric Claeys, Professor of Law at Antonin Scalia Law School at George Mason University, gives an overview of the dispute in Penn Central Transportation v. City of New York 438 U.S. 104 (1978), the leading case in regulatory takings law. In this case, a New York court held that Penn Central had not suffered a regulatory taking when the City of New York prevented it from building office space above the station because they still had some use of the property. In the past year alone, medical centers across the five boroughs have received nearly 30,000 visits from undocumented migrants seeking medical care, according to data from New York City Health + Hospitals, which operates the city’s public hospitals and clinics. About 300 new babies have been born to migrant moms during that period, most at Bellevue Hospital in Manhattan, which has seen one-quarter of the overall migrant visits.
Other social services in the city are also experiencing rises in demand from the migrant influx, including housing and nutrition programs.

A Fox News Digital reporter in the area captured the scene around the Roosevelt Hotel in Midtown, where several migrants were wrapped in blankets on the sidewalk outside the building. Meanwhile, a line of migrants could be seen extending around the corner of the building.
One photo shows what appears to be a young migrant girl outside the building with a pink blanket, while another shows a migrant who found a ledge to sleep on, using luggage as a makeshift pillow.

Why is a state or local government more likely to prevail against a landowner in a regulatory takings dispute? Eric Claeys, Professor of Law at Antonin Scalia Law School at George Mason University, gives an overview of the dispute in Penn Central Transportation v. City of New York 438 U.S. 104 (1978), the leading case in regulatory takings law. In this case, a New York court held that Penn Central had not suffered a regulatory taking when the City of New York prevented it from building office space above the station because they still had some use of the property. This case also established a three-part balancing test for measuring compensation in regulatory takings cases.

Donald Trump must pay $354.9 million in penalties for fraudulently overstating his net worth to dupe lenders, a New York judge ruled on Friday, handing the former U.S. president another legal setback in a civil case that imperils his real estate empire.
Justice Arthur Engoron, in a sharply worded decision, opens new tab issued after a contentious three-month trial in Manhattan, also banned Trump, who is running to regain the presidency this year, from serving as an officer or director of any New York corporation for three years. Trump's lawyer Alina Habba vowed to appeal.
Engoron canceled his prior ruling from September ordering the "dissolution" of companies that control pillars of Trump's real estate empire, saying on Friday that this was no longer necessary because he is appointing an independent monitor and compliance director to oversee Trump's businesses.

That means that a person who was a victim of sexual violence in New York City may file a lawsuit under the VGMPL until or about March 2, 2025. That means a survivor of gender-motivated violence in New York City from as far back as the year 2000 may file a lawsuit against the perpetrator for damages. Lawsuits filed under the Victims of Gender-Motivated Violence Protection Law, Section 10-1104 of the New York City Administrative Code, involve a crime of violence motivated by gender against any person at any age.

Riss v. City of New York | 240 N.E.2d 860 (1968)
We all depend on our local governments for many different types of protection, including safe roads, fire protection, and crime control, among other things. But what if a municipality negligently or even willfully fails to provide such protection if a risk of harm is made known to the relevant officials and a member of the public is harmed? Can the injured person sue the city in tort? The New York Court of Appeals addressed this issue in Riss versus City of New York.
The affections of Linda Riss, a twenty-one-year-old woman, were unsuccessfully pursued by an older attorney, Burton Pugach. Pugach eventually threatened Riss with bodily injury and death if she didn’t return his affections. Fearing for her life, Riss repeatedly contacted the New York City Police Department, but her requests for protection were brushed aside. After Riss became engaged to a different man, Pugach told her that she had one more chance to be with him or he would harm her. Riss yet again called the police asking for help, but she again was ignored. The next day, an assailant hired by Pugach threw lye in her face, mostly blinding her and also permanently scarring her face. Only then did the police provide Riss with protection. Pugach eventually was convicted and went to prison.
Riss sued the city in state court, contending that it was liable in tort for its police department’s failure to protect her. The trial court dismissed her complaint. On Riss’s appeal, the Appellate Division of the New York Supreme Court affirmed the trial court’s dismissal.
Riss further appealed to the New York Court of Appeals.
